Brazil launches the development of national plan to tackle rising cooling demand and extreme heat

The country has initiated the development of a National Cooling Action Plan, aiming to integrate climate adaptation, energy efficiency and social equity into a comprehensive strategy to address rising temperatures.

A national strategy linking cooling, climate and development

 

Brazil has officially launched the development of its National Cooling Action Plan (NCAP), positioning cooling as a key pillar of both climate action and socio-economic development. The launch of the initiative, led by the Ministry of Environment and Climate Change with support from United Nations Environment Programme (UNEP), brought together public authorities, private stakeholders and civil society in a high-level event organised on March 9, 2026, in Brasilia [1].

 

The plan aims to address the growing risks associated with extreme heat by linking cooling policies to broader challenges such as public health, energy security, urban resilience and social equity. It will align with Brazil’s national climate commitments and energy efficiency strategies, while promoting long-term solutions such as passive cooling, nature-based approaches and efficient technologies.

 

Focus on implementation, equity and sustainable solutions

 

The development process will include a national assessment of cooling demand, the definition of policy instruments, and the establishment of timelines and monitoring indicators. Particular attention is being given to sustainable solutions, including natural ventilation, shading and bioclimatic building design for public infrastructure such as schools and hospitals.

 

Authorities also emphasise the importance of addressing inequalities, as urban areas with limited green space are more exposed to higher temperatures, disproportionately affecting vulnerable populations [2]. The plan is expected to be built through a participatory approach, ensuring coordination across institutions and sectors while supporting access to low-emission cooling solutions without compromising climate goals.
