EU Directive 2012/27 on energy efficiency.
On October 25, 2012, the European Union adopted the Directive 2012/27/EU on energy efficiency. This Directive establishes a common framework of measures for the promotion of energy efficiency within the EU.

This Directive establishes a common framework of measures for the promotion of energy efficiency within the EU in order to ensure the achievement of the target of saving 20% of the EU’s primary energy consumption by 2020.
It includes (Article 14) measures dedicated to promote efficiency in heating and cooling by the end of 2015.
In particular, “Member States shall carry out and notify to the Commission a comprehensive assessment of the potential for the application of high-efficiency cogeneration and efficient district heating and cooling”. The Directive entered into force on December 4, 2012.
