Résumé

The first oil crisis in 1973 showed most industrialised countries the vulnerability of their trade and industry and their dependency on imported energy. Five years later the second oil crisis occurred and despite higher energy costs, nothing happened. This time it led to a more lasting reaction. Serious consideration was given both nationally and internationally to how to reduce dependency on imported oil. This article attempts to answer the question: why European heat pump labels, certification and training programmes?
