Résumé
Nationally Appropriate Mitigation Actions (NAMAs) are sector and policy focused greenhouse gas (GHG) emission reduction measures that are directly reported to the United National Framework Convention on Climate Change (UNFCCC) Secretariat. NAMAs offer a significant potential for developing countries to introduce low carbon technologies, for example, those based on natural refrigerants and foam-blowing agents. Thus, significant GHG emission reductions can be achieved. This paper describes the different steps to develop NAMAs in the refrigeration, air-conditioning and foam (RAC&F) sectors, including the first step of building an F-gas inventory. Additionally, a case study is given with Thailand, showing concrete NAMA activities for the implementation of HFC-free technologies in selected RAC sub-sectors. As the proposed NAMA plans will substantially build on the already existing activities and experiences under the Montreal Protocol related to the HCFC phase-out, they aim to prevent the phase-in of HFCs which are potent GHGs. NAMAs will aim at directly moving to environmental friendly substances and energy efficient equipment, thus, strongly contribute to Low Carbon Development Strategies (LCDS) and sustainable development considering the social and environmental benefits. The paper collates the findings of a project currently implemented by the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH funded by the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU) through the International Climate Initiative (ICI).
