The review of the F-Gas Regulation: a state of play.

Résumé

Hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6) are potent fluorinated greenhouse gases controlled by the Kyoto Protocol. Their use in industry as refrigerants and in other applications effectively started in the 1990s, when they were mainly utilised to replace ozone-depleting substances. Regulation (EC) No 842/2006 (F-Gas Regulation) aims to reduce emissions of HFCs, PFCs and SF6, helping the EU and its Member States to meet the Kyoto Protocol objectives through better containment and recovery; training and certification of personnel involved; reporting of production, import and export data, labelling of certain products and equipment containing those F-Gases and, for some applications and uses where containment and recovery are impracticable, through the prohibition of marketing and use respectively. A review of the F-gas Regulation is ongoing on the basis of its Article 10 which requires the European Commission to report on the experience of the application of the Regulation in 2011 and, where necessary, to follow-up with appropriate legislative proposals.
