La Turquie adopte sa toute première loi climatique, jetant les bases d’un développement écologique à zéro émission nette

La première loi de la Turquie sur le climat introduit un cadre réglementaire pour les gaz fluorés et ouvre la voie à des technologies du froid résilientes face au changement climatique.

On 28 June 2025, the Grand National Assembly of Türkiye (TBMM) passed the country’s first-ever Climate Law, marking a historic step toward achieving its 2053 Net Zero Emission and Green Development targets. The law introduces a comprehensive framework to guide Türkiye’s climate policy and environmental governance in the coming decades.

 

A Legislative Milestone

 

The new Climate Law consists of:

  • 20 articles
  • 2 provisional articles
  • Amendments to 3 existing laws

 

This legislative package is designed to support the transition to a low-carbon economy, promote sustainable development, and strengthen national resilience to climate change.

 

Implications for the Refrigeration Sector

 

Of particular relevance to the IIR community, the law includes new penalty provisions related to fluorinated greenhouse gases (F-gases). These provisions are expected to:

  • Strengthen the regulatory framework for HFC management
  • Encourage the adoption of low-GWP refrigerants
  • Support the development and deployment of climate-friendly refrigeration technologies

 

This aligns with Türkiye’s obligations under the Kigali Amendment to the Montreal Protocol and reinforces the country’s commitment to reducing emissions from the refrigeration and air-conditioning sectors.

The law also emphasises the role of new technologies in achieving climate goals, while addressing the need to prevent environmental disasters and mitigate the impacts of the climate crisis. This creates opportunities for innovation in energy-efficient and sustainable refrigeration solutions – a key focus area for the IIR.
