In a recent conversation with the International Institute of Refrigeration (IIR), Kofi Agyarko introduced the newly formed Accra-Helsinki Group for Sustainable Cooling, an initiative launched under the auspices of the Montreal Protocol. The group aims to serve as a global incubator for ideas and collaboration in the fight against climate change, particularly in the refrigeration and cooling sectors.
“The Accra-Helsinki Group is a new group formed under the wings of the Montreal Protocol to help it grow from strength to strength,” Agyarko explained. “It is an incubation platform where like-minded individuals can meet and discuss both current and emerging issues, with the goal of pushing forward ideas for consideration under the Protocol.”
Agyarko emphasized the critical role of the Montreal Protocol in addressing climate change, calling it “one of the biggest hopes we have” in the face of looming climate tipping points. He stressed the importance of continuous dialogue and innovation, warning against complacency.
“We cannot rest on our laurels. The assurance that the Protocol can grow stronger lies in people coming together, thinking critically, and finding solutions to the environmental challenges we face.”
The Accra-Helsinki Group follows in the footsteps of historic think tanks like the Stockholm and Toronto Groups, but with a renewed focus on inclusivity and global cooperation. Meetings are held under the Chatham House Rule, allowing participants to speak freely and personally, without representing any organization or country.
“That’s how you get people to speak from the heart,” said Agyarko. “And speaking from the heart is what brings out the finest ideas.”
The group plans to host side events during major Montreal Protocol gatherings such as the OEWG and MOP, inviting collaboration from NGOs, institutions, and individuals passionate about climate action.

“It represents a seamless connection between A2 and A5 parties. Unlike previous groups that leaned toward one side, Accra-Helsinki is about bridging the gap—showing that both developed and developing countries must work together to make the world a better place.”
