In July 2026, The Ministry of Environment, Urbanisation and Climate Change unveiled the country's first National Cooling Action Plan (NCAP), a framework for transitioning to sustainable cooling.
On 23 July 2026, Türkiye’s Directorate of Climate Change of the Ministry of Environment, Urbanisation and Climate Change officially unveiled the country's first National Cooling Action Plan (NCAP) [1]. Developed through a three-year collaborative process led by the Directorate of Climate Change and supported by the Cool Up programme, the NCAP provides a framework for transitioning to sustainable cooling.
As highlighted during the event, sustainable cooling plays a critical role in:
- Protecting people’s health during heatwaves.
- Safeguarding food and medicine supply chains.
- Improving energy efficiency.
- Reducing pressure on electricity grids.
- Supporting economic competitiveness.
Türkiye exports USD 310 million worth of air-conditioning equipment to the EU market each year [2]. As a leading manufacturer of refrigeration and air-conditioning equipment, Türkiye’s transition toward sustainable, energy-efficient, and climate-resilient cooling systems carries environmental, policy and market implications that extend beyond its domestic market.
Bringing together representatives from public institutions, international organisations, the private sector, and academia, the NCAP launch event addressed Türkiye's policy framework for transitioning to sustainable cooling, projected cooling demand and emission scenarios through 2050, and priority steps for implementing the Action Plan.
Looking forward, continued collaboration, investment and action across sectors are required to deliver the objectives of the NCAP and advance sustainable cooling in Türkiye.
