Achieving successful projects using the quality commissioning process.

Résumé

To achieve air-conditioning and refrigeration systems that provide the desired reliability and the needs of owners and occupants requires implementing a quality process. One process to assist in accomplishing this is a guideline published by the American Society ofHeating, Refrigerating, and Air-Conditioning Engineers (ASHRAE Guideline 1-1996). The use ofthis guideline by experienced commissioning authorities has shown that it is a successful method to achieve quality in air-conditioning and refrigeration. It requires commitment by owners and developers to quality and the commissioning process. The process requires one person be responsible from planning though operation and maintenance ofthe building or system to insure a consistency in purpose, quality and design intent. The level of quality must be set at the early planning stage by the owner and developer. This will vary, depending upon the owner and occupant needs and project budget. The ASHRAE guide recommends the use of a commissioning authority that is involved from planning through at least the first year ofsystem operation. In some facilities or plants a commissioning authority may be involved though the building's life. This is especially the case
when the commissioning authority is an employee ofthe owner. This paper highlights the requirements ofsuccessful commissioning and background on why we need the commissioning process for HVAC&R projects.
