Résumé

It is essential that energy standards address existing buildings. In Seattle, the floor area in the new buildings constructed each year amounts to only 1-2% of the total building stock. Consequently, energy-efficiency improvements must be made to existing
buildings if there are to be reductions in energy use for the overall building sector. From the beginning in 1980, the Seattle Energy Code (SEC) has applied to existing buildings, including historic buildings. In general, the SEC requires that when a portion of a building is altered, that portion of the building must comply with the current SEC requirements that would apply to new construction. Eventually, with enough alterations, the entire structure will meet the energy-efficiency standards for new construction. For historic buildings, the SEC allows the building official to modify the requirements and require alternate energy efficiency measures. In Seattle, the special consideration for historic features has most often been sought for the building envelope, with only a few cases for lighting, and none for mechanical systems.This paper addresses the range of alterations such as changing retail storefront windows, modifying walls, reroofing, putting in new heating and cooling equipment and systems, modifying ductwork or piping, replacing motors, changes in lamps and ballasts, modifying lighting controls. The examples will show how an energy standard can
achieve energy efficiency improvements in every alteration.
