2025 is the date for the installation of the phase-II silicon detectors in the ATLAS and CMS experiments at CERN. The silicon cells within detectors need to be kept cold to minimize radiation damage from the particle flux travelling through, and stability is crucial to extend their lifetime. Heat removal will be achieved by oil-free CO2 evaporative cooling, and a CO2 vapor compression cycle will be implemented as primary refrigeration system for the first time
at CERN, phasing out the conventional units with HFCs. This paper describes the primary R744 cooling units, focusing into the measures to control cooling capacity, e.g. installation of several units in parallel or utilization of hot gas bypass and/or inverter. Hot gas bypass and inverter
strategies are compared utilizing a numerical tool developed specifically for this project and energy performance is evaluated in each case. Important power consumption reduction can be achieved.
