Résumé
Experience from reporting of HFC refrigerant emissions shows that the data required by the IPCC methodology divided into several categories of use is difficult to obtain from companies in practice. Unlike other greenhouse gases, HFCs are manufactured for use by society and can be emitted during assembly, use (operation) or when equipment is decommissioned. It is important to minimise emissions and also to understand how effective the containment of HFCs in the equipment using them is. Data quality varies by country. A number of countries do not report consumption in categories of use. Some consumption data is inconsistent with the reported emissions. It is also an issue of agreement between Kyoto and the EU F gas regulations to ensure that the aggregation of data in categories is meaningful. The concept underlying this work is to take advantage of electronic data logging and reporting, the possibilities of automatic analysis, fast access to the full history and various forms of output. The electronic processing of data enables summarising, reporting and analysing important data in a chosen period. The ability to update company certificates electronically based on reported data is also very important. The system has been gathering data at www.szchkt.org for three years now. Comparing with the data from previous years, it can be concluded that the data from importers of refrigerants is nearly complete. The data from contractors is better than in the first year of service of the new reporting system and can still be expected to improve. The data from refrigeration companies is reasonably reliable; however, we have only begun dividing into categories of use in 2012.
