Résumé

Regarding to the fact that most of the official buildings during the day are used inconsistently, there is a possibility for these kinds of buildings to use minimal amounts of energy by the maximum use of energy amount. Cooling and heating services, which are inactive and dynamic, should design and prepare. In the new suggested designs submitted in the building design competition of the engineering service organization, an attempt has been made to use all of the historical and cultural potential of this city which is next to the desert, in a way that a kind of green and stable architecture identity appeared .
