Résumé

The recast of the Energy Performance of Buildings Directive (EPBD) introduced, “nearly Zero -Energy Buildings” (nZEB) as a requirement to be implemented from 2019 onwards for public buildings and from 2021 onwards for all new buildings. However, EPBD defines the nZEB criteria in a very qualitative nature with much room left for interpretation and way of execution and there is little guidance for Member States on how to define and implement nearly Zero-Energy Buildings. In this context, the paper presents the main findings of a study aiming to support national efforts for elaborating an affordable but yet ambitious definition and an implementation roadmap for nearly zero-energy buildings in Romania. Based on an in-depth survey of the Romanian buildings stock, construction practice, market prices for materials and equipment, existing legislation and support measures, three reference new buildings (detached single family house, multifamily house and office building) were defined and evaluated. These were simulated with several variants of improved thermal insulation and system equipment for heating, cooling, ventilation and hot water. For each variant, both the economic/financial and environmental impacts (CO2 saving potential) were analysed so as to determine the most suitable and affordable solutions under the given country specific circumstances. Job creation potential and main impacts on industry and technology development were also considered. In conclusion, general key policy recommendations were provided and an indicative roadmap for the implementation of nearly zero energy buildings in Romania was developed.
