Qatar Energy with its North Field East (NFE) Joint Venture Partners (ExxonMobil, Shell, Total, ConocoPhillips, ENI) are executing the world’s largest greenfield LNG development ever undertaken in the history of the industry. The NFE development includes offshore
and onshore facilities. The offshore facilities include the installation of eight wellhead platforms, 80 wells and 4 gas trunklines to deliver 6.4 BCFD of gas to the onshore LNG facilities. The onshore facilities are being executed in four EPC contracts. EPC-1 is the
largest and its scope includes a 32 MTPA LNG complex with four LNG Mega trains (APCI AP-X liquefaction), NGL Recovery, gas treating, condensate handling, CO2 sequestration and all associated supporting utilities. The EPC-2 scope includes LNG rundown lines, 3 x 187 km3 LNG Storage, LNG loading lines and three new LNG Berths. EPC-3 scope includes all the liquid rundowns and CO2 export lines and an expansion of the Liquid Products (Propane, Butane and Condensate) storage and loading facilities. The EPC-4 scope includes the expansion of the molten Sulfur gathering system, the Sulfur granulation, storage and loading facilities at the port. This paper focuses on key elements of the design, planning and execution of the EPC-1 scope for which the FEED was developed with Chiyoda Corporation and the EPC is being executed by a JV of Chiyoda and Technip, two of the industry’s top LNG EPC contractors. To undertake this great endeavour, the Project Management Team with partner Contractors, developed comprehensive design and execution plans which took into consideration not only the technical elements necessary to reliably deliver LNG and related products but also incorporated procurement, constructability, systems completions and start-up execution aspects to derive at an integrated plan for the project. The overall framework, key considerations, design decisions, project execution plans and their evolution during execution will be explained with a discussion of relevant lessons learned from this extraordinary journey.
