Back to the future? Challenges in contracting for integrated LNG projects.

Résumé

While Qatar and the U.S. have largely dominated LNG liquefaction FIDs over the last decade, the new LNG liquefaction capacity of the next 10 years looks more diverse. Development of LNG liquefaction projects in both those markets and in Canada has created valuable contracting precedents that have become a source of stability for development and financing new LNG supply, giving projects in those markets a competitive edge. Funding for new LNG liquefaction has largely focused on Qatar and North America due to the abundant gas supplies and the relative ease of development versus upstream-to-downstream integrated LNG projects. LNG buyers are generally comfortable with the risks and rewards of Qatari and North American-sourced LNG and the contracting terms related thereto. However, there has also been renewed interest in LNG projects outside Qatar and North America, and with it a fresh look at the integrated LNG liquefaction business model that is quite different from the Qatari or North American infrastructure-based
models. My discussion will discuss the differences in the contracting models for development and financing for different LNG supply sources, the competitive challenges fully integrated upstreamto-downstream LNG liquefaction models will face in reaching future FIDs, and the changes to integrated LNG projects that are needed to compete against strong incumbents.
