When the European Commission (EC) enacted their rules for new vehicles under Directive 2006/40/EC, refrigerant 134a was to begin an eventual phase-out. Any company selling light vehicles in the European market needed to begin using refrigerants with global warming potential under 150 in any all-new vehicles from model year 2011.
