Résumé

The climate benefits by phasing out of CFCs, over and above the benefit of protecting the ozone layer , have added unique dimension to the success of the Montreal Protocol. The phasing in of high GWP F-gases as a result of the replacement of CFCs and HCFCs has challenged the success of the Montreal Protocol. The developed countries have set this trend that developing countries are likely to follow at least in short term, particularly to meet its accelerated phase out of HCFCs. The emission controls of F-Gases from the banks through regulatory and policy setting and rapid technology development for low or zero GWP alternatives, through cooperative and partnership approaches are urgently needed. Delayed actions on these fronts would cost the world dearly and would risk the success of the Montreal Protocol.
