Résumé

The Note explains the risks to persons, and recommends key actions to prevent such accidents. IOR states that any non-toxic, non-flammable HFC or HCFC refrigerants might have had the same effect, because they are heavier than air and if they leak into an unventilated area such as a basement they can accumulate and create an oxygen deficient atmosphere.
