Résumé

This report examines some of the principles and strategies that can help ensure compliance with the international climate change treaty. It considers that: national compliance systems should be promoted; monitoring and verification must be made routine and credible; broad participation in any climate change regime is as important as meeting the commitments of the agreements themselves.
