Résumé

The role of transit countries in the global illegal trade in ODS is of particular concern. Transit countries facilitate ODS smuggling by confusing the trail of the material and providing a jump-off point into illegal markets. Two transit points that continue to crop up in the illegal trade in ODS are Dubai and Singapore. Much of the information revealed in the report is focused on Singapore.
