Résumé

France must reduce its greenhouse gas emissions and AFCE has developed with involved ministries an action plan against direct and indirect emissions: annual inventory of all refrigerants (ongoing since 1996); mandatory use of log book (2004) and control of containment for large equipment (2002); mandatory recovery of refrigerants (1998); administrations to enforce its control (2001); standards and qualifying procedures for components (ongoing from 2002); extension of French standard (1999) to an European (2004) level for the qualification of leak detectors; qualification of installers and maintenance companies by a public controlled organisation (ongoing 2005); sales of refrigerants restricted to qualified companies (ongoing 2005); industry will create a labelling system on equipment according to its efficiency and a mandatory certification of the technical features of equipment; life cycle analysis and eco-design program shall be developed; government will extend the European directive on waste electrical and electronic equipment. Some of these actions have already been completed. Others are ongoing and first results show the trend of a relative slowdown of the emissions measured. However, the public means needed are not always available for the expected efficiency of this plan.
