Résumé

In 1995, Japan successfully phased out the major ozone-depleting substances such as CFCs and began control of HCFCs in 1996. As it entered the second phase of ozone layer protection, the Ministry of International Trade and Industry set out a new CFC and HCFC policy in March 1996, including HCFC phaseout targets to ensure smooth and expeditious phaseout in Japan, the significance of enhancing the technology transfer in developing countries, and the need for the consideration of the influence of CFC alternatives such as HFCs in the climate change issue.
