Résumé
Nationally Appropriate Mitigation Actions (NAMAs) are sector and policy focussed greenhouse gas (GHG) emission reduction measures that are directly reported to the United National Framework Convention on Climate Change (UNFCCC) Secretariat. NAMAs offer a significant potential for developing countries to introduce low carbon technologies based on, for example, non-Hydrofluorocarbons (HFC) substances for refrigerants and foam blowing agents in the addressed sectors and to significantly reduce GHG emissions. This paper presents a number of strategies for how climate-friendly technologies based on natural (non-HFC) substances can be implemented in developing countries through NAMAs. Concrete NAMA activities for the implementation of HFC-free technologies in a selected sub-sector are offered. As the proposed NAMA plans will substantially build on the already existing activities and experiences under the Montreal Protocol related to the HCFC phase-out, they aim to prevent a phase-in of yet another global warming substance by leapfrogging HFCs and thus directly moving to natural substances and heading to sectoral caps on emissions where air conditioning and refrigeration already accounts today for about 10 %of manmade global GHG emissions (IPCC, 2000). The paper collates the findings of a project currently implemented by the German International Cooperation (GIZ) funded by the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety) through the International Climate Initiative (ICI).
