This publication focus es on the UNEP IE's APELL (Awareness and Preparedness for Emergencies at Local Level) programme which seeks to minimize the occurrence and impact of industrial accidents. Examples of contents: industrial accidents: an everyday occurrence; a US perspective on chemical accident prevention, risk management and inherent safety; chemical transport safety in practice in Europe; pipeline emergency response; prevention of industrial accidents in the Arctic; capacity building in management of chemical accidents in India; APELL case studies.
