Actions concernant la destruction de l'ozone dans la République du Kazakhstan.

Résumé

In 1998, Kazakhstan joined the Vienna Convention on protection of ozone layer and the Montreal Protocol. To fulfil the obligation, the Kazakh government introduced licensing on imports and exports of ozone-depleting substances (ODS) and products that contain such substances. Kazakhstan is a major importer of regulated substances. To reduce consumption, a programme for gradual reduction in ODS has been adopted in Kazakhstan. This programme was elaborated with UNEP and PRUNO. The programme includes: national programme on extraction and processing of refrigerants, National programme on halon regulation and creation of a halon bank, switching from CFCs to water technology when producing rigid polyurethane foams, exclusion of residual consumption of ODS when producing soft polyurethane foams, replacement of R-113 used during equipment cleaning process when oxygen producing at the Pavlodarsky chemical plant. A composite part of the programme is the technical personnel training programme in refrigeration. The programme includes courses and practical lessons. The paper presents the programme content in detail.
