Notes that the German government aims to cut CO2 emissions by 25% by 2005, which requires further progress with energy savings and thermal insulation of buildings. A contribution to this goal is the Energy Saving Directive, currently being developed. Describes how to achieve the low energy house standard in Germany and describes the advantages of integrated design of building services for energy savings and the environment.
