Résumé

This report offers a review of the national greenhouse gas mitigation programs of five European Union countries: Germany and United Kingdom (the leading emitters), The Netherlands and Austria (often considered leaders on environmental issues), and Spain (whose emissions will be allowed to increase over 1990 levels). It presents the national emissions reduction targets to which the countries are committed under the Kyoto Protocol, and draws conclusions on the likelihood of success taking into consideration the political priorities and obstacles in each country.
