The document presents ODP-weighted fluorocarbon production from 1980 to 1996. It points out that HCFCs have little ozone depletion potential, short atmospheric lifetimes and therefore minimal environmental impact and that the current Montreal Protocol HCFC consumption gap should not be reduced and the phaseout schedule should not be accelerated.
