THE ESSENTIAL REQUIREMENTS TO PREDICT ENERGY LOADS AND CONSUMPTIONS FOR THE ENVIRONMENTAL CONTROL OF INTERIOR SPACES TO AN ACCEPTABLE ACCURACY ARE 1) A CALCULATION METHOD WHICH TAKES ACCOUNT OF ALL SIGNIFICANT VARIABLES AND IS CONSISTENT THROUGHOUT FOR BOTH HEATING AND COOLING COMPUTATIONS, 2) A COMPUTER PROGRAM FOR CASES WHERE MANUAL CALCULATIONS ARE UNREALISTIC AND 3) A MANUAL CALCULATION METHOD FULLY COMPATIBLE WITH THE FULL METHOD CLEARLY STATING THE LIMITATIONS. RECOMMENDS THE SETTING UP OF A FULL TIME TASK GROUP OF DEDICATED ACADEMICS AND PRACTITIONERS TO CHECK THE THEORY AGAINST THE FACTS FOR ENERGY PREDICTIONS AND TO ADVISE PRACTITIONERS HOW FAR THEY HAVE TO GO TO GET A RELIABLE RESULT.
