Summary
This paper presents a two-fold solution to counterbalance heat island: first, reject, into the ground or into water, the heat released by the chillers and second, use solar powered air conditioning and other solar devices so as to prevent solar energy from heating ambient air. Coupling this approach with cool surfaces, low energy building and transport (electric vehicles), it will be possible to create an oasis effect: urban areas will be cooler than the rural suburban areas. Equations giving the urban energy balance are presented and discussed.
