Summary

Regulatory developments driven by EC Directives, the EC 27/2012 is the most recent, focuses on the audit as a cornerstone for energy efficiency, which must arise from the indications for Energy Conservation Measures (ECMs) to pursue. Among the possible ECMs, the most effective either in terms of energy and in economic terms frequently it is the tuning of existing plants, ie the RetroCommissioning. But how is it possible to give objectivity to the results? How do you find the most interesting ECMs, show its effectiveness and maintain it over time? The tool is called Measurements and Verification and is described in the IPMVP.
In this work the author, illustrating some Case Histories, explain as a seriously conducted Audit (according as a minimum requirement to the UNI and ISO standards), supported with rigorous engineering calculations, as energy modeling, and statistical analysis, allows to address the ECMs, accompanied by an adequate analysis of economic risk and the necessary tools to verify their effectiveness and monitor over time the efficiency. It is also important to set up tracking correctly, distinguishing between simple sequential representation of the data (trends), however sophisticated it may be, and analysis and diagnosis of the same: data is not information but, if correctly collected, they are contained in; only a team with appropriate engineering skills can collect, analyze and convert data into information and then into actions. The scope of this work is trying to provide operators, whether they are users or providers of services of Audit, Retro Commissioning, measurement and verification, the information necessary to understand what should be the minimum contents of such services and what value must be expected from an how to measure it.
