THIS DESIGN FOR A GROUP OF MUNICIPAL BUILDINGS (ON THE FRENCH RIVIERA) REACHES BACK TO LOCAL TRADITIONAL USE OF SOLAR SHADING AND THERMAL MASS. EXTENSIVE USE OF NATURAL VENTILATION AND COOLING WITH NIGHT AIR HAS CUT THE MECHANICAL REFRIGERATION LOAD TO 34% OFNORMAL FOR THIS CLIMATE. HEATING LOAD REDUCED BY 50%. THE EMPHASIS IS ON A PLEASANT WORKING ENVIRONMENT. THE DESIGN HAS WON AN INTERNATIONAL COMPETITION, BUT HAS YET TO REACH A COMPROMISE WITH THE FRENCH BUILDING REGULATION T.
