Summary
It seems probable that all schools in the USA will have to comply with ASHRAE 62-1989 for fresh air supply, or face the risk of litigation. Economical solutions to this problem must take into account the regional conditions of outside air, and make the maximum use of air-air heat exchange. Fresh air should only be introduced to rooms occupied. Systems and controls must be simple, to minimise interference by users. Humidity levels will float, but should be kept between 40 and 70%.
