Summary
We all agree on the strategic role of energy efficiency: industrialists, who view it as a tool to penetrate the market and emerge from the recent crisis years, for politicians, who see therein aspects of the country's growth and employment, for the citizen who pays the energy bills and National HVAC Associations like AiCARR, which promote energy culture. Europe established energy efficiency as one of its 20-20-20 objectives: it is paradoxically the only goal which will be not achieved, despite its being aimed at the building sector, which has a potential consumption reduction of between 30 ÷ 40 %. However to reach that reduction simplification mechanisms and economical support are necessary. At this stage the experiences achieved should be treasured and new goals defined for the future. This paper analyses the status quo and outlines future actions needed at the legislative level, how the introduction of new figures, (for example the aggregator), how new scenarios for energy efficiency in buildings and more particularly also considers the social objectives. Turning all these things into concrete actions will mean having control over our future: energy efficiency is the engine to also change our society.
