Summary

The author reviews the various aspects of the problem of reducing package waste in Spain. He considers: reduction of waste package volume, recovery, re-use, recycling, taking into account the requirements of the "Töpfer law" and of the recent EC draft Directive on the same subject, as follows: 1) reduction of waste-package volume: the cost increase should be accepted by the consumer; 2) recovery: the governments, manufacturers and consumers, have to make recovery possible, useful, efficient and profitable; 3) re-use is the most important point; the implementation of European pools of adequately designed transport boxes are recommended; 4) problems in recycling packaging materials; up to now, recycling has not been proved profitable. The present situation of the fresh fruit and vegetable sector in Spain is also reviewed: the costs should be paid by all operators in the sector; the author recommends that Spanish operators consider with interest the pool of re-usable plastic containers, organized by Dutch, Belgian and German firms. He also analyses the proposal of the Spanish Environmental Commission, aiming at completing EC directives on package waste. J.G.
