Summary
THE NORMAL COMPONENT GENERATED BY IMPURITIES INTHE SUBSTRATE REPRESENTS LIQUID MASS ASSOCIATED WITH IMPURITY CENTERS AND THE LANDAU NORMAL DENSITY IS THE MASS ASSOCIATED WITH LIQUID DENSITY THERMAL FLUCTUATIONS. A SEMI-PHENOMENOLOGICAL APPROACH TO SUPERFLUID FLOWS BASED ON THIS INTERPRETATION OF THE NORMAL COMPONENT IS PROPOSED. A MICROSCOPIC THEORY OF SUPERFLUIDITY OVER AN IMPURITY-CONTAINING SUBSTRATE IS CONSTRUCTED FOR A WEAKLY NONIDEAL BOSE GAS AND LOW IMPURITY CONCENTRATION WITHOUT RECOURSE TO THE ASSUMPTION OF PRESENCE OF BOSE CONDENSATE IN THE SYSTEM.
