Summary
States that if properly designed, installed, operated and maintained, a thermal energy storage system (TES) can significantly reduce cooling costs in buildings with heavy peak-period cooling loads. Notes some TES system failures and states that the most critical problem for TES today is ensuring the customer achieves a favourable return on his TES investment. Describes British practice for commissioning the various components of HVAC systems for the past 20 years.
