Summary

Although the Japanese economy showed signs of bottoming out in the second half of 2003, prospects for a return to full-scale upswing still remain uncertain. The possibility of the Japanese economy getting out of its deflation spiral which has continued for more than 10 years depends solely on the extent to which the structural reform proceeds from 2004 in all sectors of the economy, including finance and distribution.
