Summary
The Portuguese regulation for the energy certification of buildings was published in 2006 and since then applied to new and refurbished buildings. In 2009 it was extended also to existing large buildings. A revision process was carried out since 2010 and the new version of the regulation has just been presented for public discussion. It is expected that the implementation of this new regulation will start during 2013. In this context the authors present, compare and discuss the current and the new methodologies for the evaluation of the buildings’ energy performance and labelling criteria of large office and commercial buildings. Thus, all the current and new requirements, methodologies and practical implications will be presented and discussed in this paper, namely: the main requirements for new buildings in terms of envelope, HVAC systems, energy systems (lighting, equipment) and renewable energy integration; the methodologies for the evaluation of the building energy performance, the conduct of energy audits and the building energy labelling; the type of certificate and complementary reports to be produced, displayed to the public and provided to the building owner/manager; Additionally, the main problems, failures and difficulties identified in the implementation of the current regulation, in the context of energy performance assessment, will be underlined and discussed. Finally, some practical examples comparing the current and the new methodologies for the energy performance evaluation and the labelling of buildings will be presented and discussed.
