Summary
Air Source Heat Pumps (ASHPs) are a key technology for domestic heat decarbonisation. A target was set by the previous government to install 600,000 heat pumps per year by 2028 however, progress remains slow. The Climate Change Committee (CCC) in their 2024 Annual Progress Report to Parliament stated a ten-fold increase in heat pump installs is needed to reach this target (from 2023 levels).1 ASHPs are well placed to be the mass market solution in the domestic sector, however there is an increasing interest from policymakers in alternative or closely related solutions which could break down barriers for heat pump adoption. One such solution is hybrid heating systems, which comprise of a newly installed ASHP functioning alongside either an existing or newly installed boiler. See Table 1 for the different definitions of a hybrid system.
This paper was commissioned by Baxi and presents analysis on the role hybrid systems can have in supporting domestic heat decarbonisation efforts in the UK. It includes insights from consumer research
using Baxi’s consumer base, stakeholder interviews with industry and academic experts conducted by Gemserv and economic analysis to evidence the policy recommendations.
