Summary
This article explains that the new regulations concerning heating and cooling have to take into account not only the energy exchanges through the insulated walls, but also the homogeneity of the superficial temperature. Another target is avoiding water condensation on the surfaces, mainly on heat bridges, inside the building in summer, and outside in winter.
