France unveils new adaptation plan to address rising refrigeration needs amid rising temperature
France announced a new National Plan for Adaptation to Climate Change (PNACC-3).
As part of its Third National Plan for Adaptation to Climate Change (PNACC-3), the French government has introduced new measures to tackle the growing demand for refrigeration in a warming world. With temperatures projected to rise by up to 4°C by 2100, the plan emphasises innovative refrigeration technologies and urban resilience strategies to protect public health and infrastructure.
Key measures to combat heat and refrigeration challenges
1. Adapting housing to extreme heat (Measure 9)
The plan mandates the retrofitting of residential buildings to withstand prolonged heatwaves. This includes improved insulation, ventilation systems, and the integration of passive cooling techniques. Financial incentives will support homeowners in making these upgrades, particularly in vulnerable urban areas.
2. Deploying renewable refrigeration technologies (Measure 10)
A nationwide rollout of renewable refrigeration systems, such as solar-powered refrigeration and geothermal cooling, aims to reduce energy consumption and carbon emissions. The government will invest in research and pilot projects to scale up these technologies across residential, commercial, and industrial sectors.
3. Refrigeration solutions for vulnerable populations (Measures 14 & 15)
Special attention is given to protecting low-income households and prison populations from extreme heat. Cooling centers and emergency plans will be established, while penitentiaries will undergo thermal renovations to ensure safer conditions for inmates and staff.
4. Urban greening to mitigate heat islands (Measure 13)
Cities will expand green spaces, plant trees, and implement "cool roofs" to lower urban temperatures. These nature-based solutions not only reduce the need for artificial cooling but also enhance biodiversity and air quality.
5. Workplace adaptations (Measure 11)
Employers will be required to adopt heat action plans, including flexible working hours, cooling breaks, and improved ventilation, to safeguard workers in sectors like construction, agriculture, and manufacturing.
A Proactive approach to a hotter future
The PNACC-3 underscores France’s commitment to proactive adaptation, blending technological innovation with equitable public health measures. "Refrigeration is no longer a luxury but a necessity," stated a government spokesperson. "These measures ensure resilience while aligning with our climate goals."
With heatwaves becoming more frequent and intense, France’s plan sets a benchmark for global efforts to adapt to the escalating challenges of a warming planet.
