This publication has been prepared for the ninth session of the Conference of the Parties (COP 9) to the United Nations Framework Convention on Climate Change (UNFCCC), held 1-12 December 2003, in Milan, Italy. RTCC is accredited as an official observer to the UNFCCC process.
