DESIGN AND DEVELOPMENT OF A RADIOMETER TO OPERATE AT LIQUID HELIUM TEMPERATURE IS DESCRIBED. THIS HELPS IN REDUCING THE BACKGROUND NOISEAND ENABLES BETTER BALANCING BETWEEN RADIANT HEATING AND ELECTRICAL HEATING, SO THAT ONE ACHIEVES AN ABSOL RADIOMETER.
