Summary
Authorities are confronted with two global issues: protecting stratospheric ozone in order to reduce the amount of UV radiation reaching the Earth's surface, and controlling gas emitted into the atmosphere as it can induce climate change. The ozone issue can be easily solved, even if alternative refrigerants are not all entirely satisfactory. Controlling greenhouse gas emissions is more difficult due to the fact that a whole range of measures will have to be implemented as all populations and most activities are concerned.
