Summary
The paper reviews the roles and perspectives of the various "policy players", highlighting the distinct reasons why governments and utilities are prepared to support heat pumps. The paper goes on to discuss a variety of instruments, highlighting their (potential) impact and possible drawbacks. It concludes that a comprehensive programme will be a combination of economic stimuli (e.g. incentives, special tariffs, governmental energy price policies), and information campaigns (including promotion, education, and possibly demonstration projects.
