The paper goes on to discuss a variety of instruments, highlighting their (potential) impact and possible drawbacks. It concludes that a comprehensive programme will be a combination of economic stimuli (e.g. incentives, special tariffs, governmental energy price policies), and information campaigns (including promotion, education, and possibly demonstration projects.
