THE ARTICLE IS PRINCIPALLY CONCERNED WITH SYSTEMS USING CENTRAL CHILLED WATER PLANTS CONNECTED TO MULTI-USER FACILITIES WHICH CANNOT OBTAIN DESIRED COOLING COMFORT CONDITIONS. THIS WAS DUE TO POOR FLOW CONTROL IN THE DISTRIBUTION SYSTEM. VARIOUS SYSTEM COMPONENTS ARE DETAILED TOGETHER WITH VARIOUS BALANCING DEVICES. DETAILS ARE ALSO GIVEN OF THE PUMP AND SYSTEM CURVES FOR A PARTICULAR INSTALLATION, AND THEIR RELATIONSHIP WITH A FLOW CONTROL VALVE IS DISCUSSED. EXAMPLES ARE GIVEN OF A CAMPUS DISTRIBUTION SYSTEM WITH RECOMMENDATIONS FOR THE ARRANGEMENT OF CHILLERS AND PRIMARY PUMPS. G.R.S.
