Low energy educational building investment process: case study.

Summary
A new building investment process at Poznan University of Technology is described in the paper. The primary design used for the building permission, although complying with legal requirements, would result in high energy consumption. Due to investor awareness in the field of energy efficiency, building tender guidelines were finally recasted on the basis on the investor's new concept. Most important assumptions for the new concept of the building and its equipment were very good thermal and air tight envelope, demand controlled ventilation, reduction of auxiliary energy demand, advanced HVAC integration with Building Automation System and control algorithms. As a result a good agreement with assumptions was achieved. Measured n50 value is 0.3 ACH. Design airflow rates are halved in comparison to first design. Unfortunately a lot of obstructions were observed during the whole process. The most important were architectural barriers, building legal regulations and poor energy awareness among architects, designers and contractors. Administrative and public sector constraints as well as EU subsidy rules had an impact on the final investment result. Post Occupancy Evaluation for initial occupancy period showed some problems in HVAC and Building Automation System integration.
