A THREE-DIMENSIONAL MODEL OF AN ISING SPIN GLASS WITH OSCILLATING INTERACTION OF A LARGE RADIUS IS STUDIED. EXISTENCE OF A MARGINALLY STABLE LOW TEMPERATURE PHASE, HAVING NOTHING IN COMMON WITH THE EDWARDS-ANDERSON PHASE IS PROVED ; IN PARTICULAR, COMPLETELY EQUILIBRIUM MAGNETIC SUSCEPTIBILITY IS X = C/T FOR ALL T.
